1. The Mutual Respect & Dignity Charter
Praising and supporting our municipal peace officers while ensuring absolute legal clarity.
The municipality of Playas de Rosarito proudly welcomes hundreds of thousands of international visitors, second-home owners, and resident expats every year. Our municipal police officers, transit agents, and civil servants perform their duties to protect our community and preserve public order.
We firmly believe that mutual respect is the foundation of civil harmony. Motorists should greet officers courteously, follow standard safety procedures (keeping hands on the wheel, turning on the cabin dome light at night), and honor the dignity of the uniform. In return, officers are mandated by municipal codes to treat motorists with professional etiquette, transparency, and institutional fairness.
2. Standard Traffic Stop Procedure
Clear steps during an official interaction on highways, boulevards, or checkpoints.
The officer must identify themselves by name and municipal badge, state the exact reason for the traffic stop, and specify which section of the Reglamento de Tránsito was breached.
The driver must present a valid U.S. or international driver's license and proof of valid vehicle registration. U.S. licenses and foreign plates are 100% lawful in the Baja California border zone.
If an infraction is confirmed, the officer writes an official written citation (Boleta de Infracción). No cash payments are ever made directly to officers on the street. Cash payments to officers are strictly prohibited under Mexican anti-corruption laws.
3. Fine Schedules & 50% Early Payment Discount
Official municipal discounts and legitimate settlement at city hall.
Under municipal revenue laws, most traffic citations paid within the first 15 to 30 calendar days receive an automatic 50% discount when settled directly at the municipal collection window (Recaudación de Rentas) or central police station (Comandancia).
Motorists who believe a ticket was issued erroneously have the constitutional right to be heard before the Juez Calificador / Cívico on duty at the central station to dispute or reduce the citation.
4. Rights of Foreign Drivers & Officers' Bounds
Legal protections under Baja California transit jurisprudence.
- Demanding cash payments on the street.
- Confiscating vehicle keys without an arrestable crime.
- Withholding passports or immigration documents.
- Threatening impoundment without a written violation order.
- Requesting driver's license and registration.
- Writing an official paper or digital citation.
- Testing for alcohol impairment (breathalyzer).
- Ordering towing if the vehicle lacks registration or driver is impaired.
5. Official Directory & Grievance Contacts
Direct contacts for oversight, bilingual tourist assistance, and emergencies.
5. COTUCO Tourism Liaison & Highway Safety Hub
Collaborative reporting to the Comité de Turismo y Convenciones (COTUCO) of Playas de Rosarito.
In proactive collaboration with COTUCO and municipal tourism authorities, StreetGuard serves as a civic bridge. International drivers and residents can log and report:
- Road Hazards & Sinkholes (Socavones): Live GPS tagging of potholes, landslides, or road collapses along the Carretera Escénica and Carretera Libre.
- Traffic Accidents & Towing: Instant coordination with 078 Ángeles Verdes and C4 first responders.
- Tourist Care & Irregularities: Prompt resolution of tourist service grievances, consumer issues, or official agency assistance.
Every verified report is compiled and delivered directly to COTUCO leadership to improve highway maintenance, tourist safety, and regional hospitality.
